On the instructions of Shri Maurya, action will be taken against the contractor and responsible officials over delays in the Rural Engineering Department’s projects

January 19, 2026, Strict compliance with the directions issued by the Hon’ble Deputy Chief Minister of Uttar Pradesh, Shri Keshav Prasad Maurya, during the review meeting of the Rural Engineering Department held on January 7, 2026, has commenced. In this sequence, the Rural Engineering Department has presented the complete details of expenditure for the financial year 2025–26.
During the meeting, it was informed that for the financial year 2025–26, a total budget provision of ₹709.88 crore has been made for the Rural Engineering Department, which includes ₹35 lakh under the capital head and the remaining ₹709.53 crore under the revenue head. Against the department’s demand under the revenue head, the Government has approved ₹431.03 crore, which constitutes 60.74 percent of the total budget.
Against these approvals, an amount of ₹301.13 crore has been allocated by the Head of the Department, out of which expenditure of ₹215.19 crore (approximately 49.92 percent) has been ensured up to January 7, 2026. In the meeting, instructions were issued to further accelerate the pace of expenditure and to ensure timely and quality utilization of the approved funds. It was also directed that available savings be utilized for works in public interest.
From the savings under the office expenditure head, re-appropriation of ₹2.30 crore has been proposed for the operation of the e-Office system, on which action is under process at the government level in consultation with the Department of IT and Electronics. In addition, a proposal for re-appropriation of ₹2.07 crore has been submitted for digitization of records and files under e-Office operations at the Directorate. Similarly, a proposal for re-appropriation of ₹405 lakh from savings under the salary head has been submitted, which has been approved by the Finance Department.
The Hon’ble Deputy Chief Minister, Shri Keshav Prasad Maurya, clearly directed that approved funds must be utilized in a proper, transparent, and time-bound manner. Wherever re-appropriation is required, proposals with due justification against savings should be sent to the Government in a timely manner, so that the implementation of departmental schemes and projects can be carried out without any hindrance.
During the review, the Hon’ble Deputy Chief Minister issued the following strict directions to departmental officers to improve work culture and expedite development works:
1. Action against negligent contractors
The Deputy Chief Minister made it clear that contractors who are not executing work as per prescribed standards or are causing unnecessary delays should be identified and blacklisted. He stated that any negligence or corruption in development works will not be tolerated.
2. Mandatory field inspection within 15 days
Senior officers have been instructed to mandatorily conduct field inspections of all ongoing projects within the next 15 days. Inspection reports will be sent to the Government so that actual progress can be assessed.
3. Emphasis on timeliness and quality
Strict adherence to deadlines has been directed, and all projects must be completed before the end of the financial year under all circumstances, to ensure 100 percent proper utilization of the allocated budget.
4. Accountability of officers
He stated that if delays are found in any project, strict action will be taken not only against the contractor but also against the concerned responsible officers.
